Mine actually does the same thing I think (no picture on TV, solid blue light, gamepad can't connect, and the drive spins up 4 times). I've done a ton of research and it seems unlikely that it's fixable unless backups of system files were made and you do some soldering :(

There's a chance your nand is just screwed and the UDPIH Pico method could work but it's seemed to me like getting just a black screen tends to be a different problem

Without a nand backup there isn’t much that can be done.

The chips Nintendo used are known to lose their contents and over time will corrupt to a point of non-functioning. Both Wii and Wii U can be affected by this. It’s best to backup the nand and “refresh” the cells by backing up occasionally.

I have no idea, we were finished so I was saving the data to my amiibo and the screen froze and the audio stopped playing, so I turned it off and now the console boots without showing picture or connecting to the GamePad

That sounds like the systems memory got corrupted or failed. Since it's soldered onto the board itself, it might actually be donso, unfortunately
