Most of septa issues come down to chronic under funding.
SEPTA has the best regional rail network infrastructure in the country with all electric though running service, but with 2/3 of the fleet being 50 years old and a majority low level platforms has major room for improvements.
Philadelphia has the most underrated transit in the US: 3 total subways, trolleys with a downtown tunnel, and arguably the best regional rail system outside of NYC.
