I agree. This is a weird way to frame it. The percentage of global terror is, of course, a fraction.

Africa terror / Global terror.

This means that the % itself is not independent from influence by other sources of terror.

Tldr the thing measured relies on the rest of world too, not just Africa.

Remember back in the 1990s? An uptick in terror incidents on the African continent were a precursor to Sept. 11th, 2001. With America, shattering trust with its traditional allies, it's now more vulnerable that ever. It's a stupid way to run a government. It's sad. Pride goes before the Fall. 😞

The Gulf Arabs back to their old terror tricks. Interesting how ISIS emerged and was ignored by Obomba as a threat, then Syrian & Gulf Arabs according to Pashtun villagers, were being dropped into remote Afghan villages to fight the Taliban. After defeat, they were airlifted out by the Ghani regime.
