With an R0=9-16 the reported numbers of cases would be far exceeding the 250 currently reported. Simply put, if each of 200 reported cases infects an average of 10 people (unvaccinated), the number of cases could be well over 2000. 250 says vaccination and resultant herd immunity keeps numbers low.
