You've not run in to him before? He wants to encourage driving to local shops but not supermarkets or retail parks. His plan to do this is to make sure shops are surrounded by shopping only parking spots that somehow won't also block the view of the shop.
Didn't realise he was a lily livered blocker though.
Tried pointing out to him that having a cycle point in front of the shop would increase the number of people who saw it (& stopped/started there) but he ignored that point. All about car custom.
