Why would he fight it? Much easier for him if the province takes all his responsibility away.
Plus, other than make noise, what can council do to fight this? Municipalities exist at the will of the province.

the bottom line here is that this legislation could bring our current concerns on sidewalk & bike lane clearance into perspective, very fast. This is what more specific but similar idea legislation did in Ontario

Not to be a downer here, but HRM Council seems perfectly fine with HRM staff making a point of ignoring their priorities WRT AT, Transit, etc.
So, in practice, no biggie.
