If Dump imposes 25% tariffs, thus ripping the accord, subsidies on oil & electricity might be removed to get prices to their market value.

They are. Alberta heavy oil goes to refineries in the American south. But it os more expensive to refine, which is a big part of the discount

While there are all sorts of government subsidies for resource extraction, it’s misleading to characterize the price to the US of Alberta heavy crude exports as a “subsidy”. The lower price primarily reflects lower quality relative to WTI, the benchmark. I am disappointed in Carney

Some of it is sold at a lower benchmark because of oil properties/qualities and the cost of transportation to that market. That is all priced in. There is no "25% discount code applied at checkout" sort of thing.
