If I had to imagine, it's probably the congestion of documents where references and the like are submitted, especially when there are two different characters are involved.

Personally I use Artistree for my commission form and it seems to work well enough! Puts everything into a queue and you can accept or decline commissions right from the request itself. It’s pretty seamless from my usage, and it links to PayPal or Stripe.
