I have made chile crisp from scratch before—it’s easy but a little fiddly with the garlic prep. You can definitely buy crushed dried green chile pretty easily so it is a dream within reach!
Poking around a little suggests that you make green chili crisp the same way as the red kind but with different peppers. I don't make the chili crisp in this household but maybe I can get the chili-crisp-maker to try it out for science
