it can happen of course. Smugglers are everywhere. I don't see the interest of smuggling rotten meat in the EU, because the SM is big, plenty of good quality at fair price, but it can happen with some "rare" meat I suppose.

but I think it's very small quantities. Of course sometimes people get ill after eating in restaurants and then an investigation is launched. Some people have no qualms about selling meat that is past its sell-by date, but it happens all over the world.

But anyway there are regular veterinary checks within the EU, in shops, restaurants. but there is no point for a restaurant or a shop to sell rotten or illegal meat, when they can have quality meat at a good price.

That should be what happens in the UK too. If it's not working then the fault is with the failure to check restaurants and shops, not post-Brexit border controls when there were no controls before Brexit. Judging by the news stories, they know about this because some meat was seized at the border.

I think the point is that the threat landscape changed post Brexit: a previously mostly checked channel (by virtue of shared checks, information & enforcement) became unchecked but the additional (border) checks were not applied. Too much risk of delays, costs & resources. Smugglers' charter.
