What I'm assuming is a CS anon replying to this with "Nah. Science is science. It doesn't care about the room." is I think illustrative both of the issue I raise and a serious dearth of history of science teaching in CS programs

And China had many proto-capitalist technologies like natural gas pipelines and water-powered hammers for literally millennia without industrialization. Nothing is technologically determined.
