Also it’s canon that there’s a lot of graft and embezzlement in imperial defense procurement, which causes their equipment to be bad and trending worse. Palpatine not only tolerates it but at least tacitly encourages it because his real goal is to increase the suffering in the universe.

Not even - the superweapon was Krennic's baby, all Tarkin delivered was more star destroyers and stormtroopers, and still not enough to park a ship in orbit over every planet in the Outer Rim, which is what Tarkin needed for his own doctrine before Krennic's successes bailed him out of his failures.
