tl;dr operating ratio brain pushes managers to value cost minimization over any rational ROI calculation. This has been a problem for railroads for well over 120 years.

Tbh this is a problem in a lot of the private sector, rail gets it worse because it’s much more infrastructure-intensive

It's so vexing to me because there seem to be industry analysts who recognize the Class I's price-over-service problem, but largely just suggest for railroads to try harder to win over businesses from trucking, rather than fully recognizing the infra/land use deficit
