Mumu didn't create it, she's just extremely resourceful and was able to obtain it.
She knows of many, many ancient or forbidden arcane secrets - including relics and how to obtain/use them.

Even as his arm was detached from his body, his greedy grasp refused to release the orb. Control of the orb was still retained by a thoughtless undying arm, and unless this bond was severed the orb's true power may never be used again.
