The UK *massively* overindexes on the arts relative to its size in almost all facets. A huge huge soft power capability. Don’t mess with the formula.

There are a few quangos that should exist, and Arts Council England is one of them. Politicians should be kept out of people’s bedrooms and out of allocation of art funding. By all means set the amount. Don’t prescribe the delivery.
