I agree with everything you wrote. What you didn't write was how absolutely bonkers only three minutes was. Double that time would have still been too little. So much time wasting and so many "injuries". At least the ref didn't compound that error by shorting the given 3 minutes extra time.

The period of allowance for time lost began with Ary Borges down receiving treatment. The clock was ticking, but none of that lost 3 minutes was being played yet.

The ball was put back into play at 91:50, meaning the match should not end until at least 94:50.

At 93:02, Moultrie went down in the penalty area. The VAR dutifully had the referee delay the restart of play when the ball went out into touch shortly thereafter. It wasn't a foul, but the ball was held out of play for ~27 seconds for the check.
The match now should not end until at least 95:17.

Reyes went down under a challenge at 94:56 (~21 seconds left in the match by my count). She got up, and moments later, she challenged an opponent in a reckless manner and was appropriately cautioned. The restart was delayed for a VAR check for a potential penalty on the prior challenge.

The referee signaled an on-field review at 96:33 and after viewing the footage at the monitor, awarded a penalty to Portland for the challenge that occurred at 94:56. Remember, at that moment in the match, there was at minimum ~21 seconds left to play. That time must be played.
