They'll never listen because the goal was always to purge society of gender and sexual diversity. The reasoning they cite was just a cover to make it palatable to the uninformed; so it's ok if it doesn't stand up to scrutiny as long as institutions are willing to invoke it for false equivalencies.

I know sometimes adolescents get hormones to trigger puberty (cuz their body gets stuck).

Is that categorized as gender affirming care? Is this situation targeted by conservatives also?

Don’t know (doubt it) but I do know puberty blockers are still allowed for kids experiencing early puberty. So this prohibition is specifically targeted towards trans kids.
