Hold on. It’s a typo. They meant Seaver fires. Tom Seaver,noted baseball player, later became the lead arsonist for the collective in order to make land unlivable so it can be taken over. He played for the Mets, aka the Multinational Enterprise of Territory Siezers.

You can tell from the OP the fires are started by a laser. The laser cuts through various structures and vegetation, thus severing them. Maybe that’s it

Those loonies might hurt someone even without the laws. The truly concerning thing is the legislature in TN that not only listened to this nonsense, but passed the bill and got it signed by the gov.
