Nintendo, Sega, PlayStation, and Xbox focused reviewers give out lower scores than the overall average, while PC and mobile publications give higher scores.
There have been more PC focused game reviewers than any other platform, but the success of the Switch has put Nintendo ahead recently.

Quite a few these don't exist anymore, but here are the video game review outlets with the highest and lowest average scores.

Note that many of the outlets with the lowest average scores were likely grading as a 2.5/5 being middle of the road, while other publications went for US grade school scoring of 7/10 (C) being middle of the road.

Russia and Sweden have the lowest review scores, while Germany, Spain, and Greece have the highest (granted, there's not a ton of samples). I wonder if the high scorers and low scorers have similar school grading systems and cutoffs for passing.
