My theory (and I've never lived in NYC) is that you have to have literally never ridden a subway to not understand how increased ridership better serves commerce than driving. It's just such an obvious fact of life if you've ever -- just once, in any city! -- walked to and from a station.

I don’t live in New York. It was very late to know about the congestion, pricing issue, and I opposed using it. But I see now in New York. It has proven to be a good thing. There are a variety of reasons I don’t think it would work in California.

No it would not work in the bay because it doesn’t already work in the bay. The bay area has over 7 million residents and about 55 miles between San Francisco and San Jose, and 32 miles from San Francisco to Vallejo.
Contrast this to 8.8 million people in NYC & Manhattan/Newark distance of 13 miles

If you look at the average commute for NYC and SF, they're about the same. And if you look at the way NYC has implemented congestion pricing, they didn't just start charging cars for access to the entire city. It's a solution concentrated to a relatively small area in NYC.

I also find it offensive because it means only the rich can afford to drive to some destinations and I am not aware of any carve outs for disabled people who may need to use a vehicle door to door and don’t have high income to pay congestion rates.
