I know you didn’t care for one of Sheri S. Tepper’s books, but her earlier “Grass” is one of the best sci-fi books I’ve ever read (and as far as I can remember is not post-apocalyptic and features neither of the things you mention). It also received basically a rave review from the NY Times.
