You do realize the DOE was created in 1979, and prior to that, we had public education, and student loans, and everything was ok, I'm sorry if they shut it down tonight, I don't think the sky is going to fall .......

Neither Musk nor Trump has the authority to abolish the Dept of Education. Only Congress can do that, and Congress is also in charge of appropriating federal funding to administer the department's programs.
