I don't think it can even be won except via education. Critical thinking and media skills into elementary schools and lots of them, like, yesterday, would be my opinion. Debunking things takes time and effort and manufacturing lies is fast and easy. Also people have huge confirmation bias.

As in, "flooding the zone" as Bannon puts it, is an effective strategy and no amount of debunking can keep up with it. So I think we'd need ways of making people resistant to the lying in the first place as the most critical thing to do.
