My personal reading (not a lawyer) is that this rate change is straight against existing law. That law is there for a reason. And this research is being carried out for a reason. Unilaterally defunding biomedical research is a terrible idea and will do lasting, heavy damage to the U.S.
Quick, someone download the data from https://report.nih.gov/ before DOGE realizes that Texas gets $2.5B from the NIH annually and takes the site down. FL gets > $1B.
They claimed overhead rates average 20%, but they must've skipped the hundreds of small liberal arts and non-research universities. Every major university across all 50 states has no less than 50% overhead. Suspect no one taught Elon's teeny-boppers proper data standardization.
Seems arbitrary to throw 15%, but there will be lawsuits over this. And Republicans in general have been better for NIH than Democrats. But the virulent MAGA form of Republicanism is on another level of stupid.
