Good question! It’s to kill the grass under it! Ripping out grass and keeping it gone is nearly impossible without help from really strong chemicals (ew) or some sort of barrier! Now you can buy things like garden paper or even plastic barriers for this.

Gardening paper can work well but it is so very flimsy almost too flimsy and rips so easy that you end up with a lot of holes that grass comes up through eventually. Cardboard (non chemically treated, basically not glossy cardboard) breaks down in roughly 1-2 years, and kills all grass under it
So you put down a cardboard layer, put down dirt, plant stuff, put down mulch! Your perennials will slowly tap roots under the cardboard as it breaks down naturally, leaving you with almost no grass left to worry about or manage in your garden!
Oh I’ll be heading to Lowe’s and buying the mulch and spreading it myself. Unsure if I’ll need a soil delivery either or I’ll just buy soil there and also spread it after mixing it with my compost but did a big order of soil last year and it wasn’t too bad!
