I'm speculating, but perhaps terrain. NZ is much more mountainous than Australia, so more bridges and tunnels needed. I'd be interested in how they define "high speed rail" because we don't really have any high speed rail in Australia

Just did some research. Neither Australia nor NZ currently have high speed rail, but both have proposals in place with cost estimates, which is where these figures probably come from
That makes sense, I'd be surprised if HSR ever makes it to New Zealand but hears to hoping since it would probably be some of the best views that one could see from HSR
