Section 2. No pardon issued by the President shall go into effect for 30 days. If, during that period, a concurrent resolution of disapproval is adopted by the Congress, 2/3 voting in the affirmative, the pardon shall be rescinded and not go into effect. 2/

If we are already amending the constitution to rein in pardons, we could start by banning self-pardons, banning pardons for future crimes, and requiring the pardon target a conviction rather than a blanket pardon.
