It's staffed with experts who propose regulations to a commission of presidential appointees, and those appointees decide if they're appropriate or not.
Which, if you're an entity regulated by these agencies or one of the general public using their services, should be pretty terrifying.
Instead of being decided by experts in coordination with POTUS and Congress, it's now just the whim of whoever is President.
