He's definitely doing this stuff because he wants to run for governor, but it'll only help in the Republican primary and it'll be a problem for him in the general election.
Like much of his legislation, this bill is motivated by right-wing conspiracy fever dreams that the WEF and UN globalists are going to make you eat bugs in 15-minute cities. Wild stuff.
