I tend to dislike copy-n-paste panels in US comics, but there's something to it in manga that usually works; it started with blown up photocopies of the same panel which give you the sweet, sweet grainy looks at the pure and slightly chewed-up lineart, but here it rocks, too

usually when I see art copy-pasted in superhero comics it's in a set of panels directly subsequent to one another, too, which makes it way more obvious when it's happening.

Here on the other hand the actual layout and composition of the panels is different, also making it flow much better.

I'd maybe changed the screentone work in the second instance - large medium tone dots filling entire silhouettes, maybe. Give it a little extra oomph

Maybe there's something to the b+w + tone that makes it work better?
It already feels of a lower fidelity than glossy computer colours, so blowing it up isn't such a drop in quality? idk

BW + general disposability of manga (which somehow always beats superhero stuff that pretends to NOT be disposable) + storytelling purpose; in US comics it's often a shortcut for having a bunch of sad faced guy named Eddie deliver long monologue, in manga it's usually to give a moment some gravitas

Yeah, this all makes sense.

But have you considered that sad faced Eddie has like 40 years of continuity to be sad about and that he has to remind us every once in a while why he's so sad and who wants to draw that?
better question is who wants to read it but I digress.
