In Germany wind gusts are expressed on the Beaufort scale. The average wind speed, which is much lower, is what is used for nautical purposes. An 8 Bft mean wind with gusts up to 10 makes sense and these forecasts do not contradict each other.

The issue has been a lot of these tankers haven't been sanctioned, the new sanctions have put a lot of them on the list. China was recently blocking some of the ships from docking to offload oil/oil products but the list of ships was so small many got thru.

Some of these ships aren't owned by Russia, other nations are buying their oil/fuel products and using old tankers with shadowy ownership to transport it. The problem is you can't really do anything to stop their movement in international waters, if you do you invite Russia/China to do the same.

It's legal to stop ships that are actively leaking sludge into territorial waters. If a ship can't meet the rigorous standards to safely transport fuel/gas then that ship should not be allowed to move. Russia can't do a thing to stop shipping. China can only mess with Taiwan. It's worth the risk.

The tanker was built in 2006 and is on the list of Russian 'shadow fleet' vessels compiled by Greenpeace. It was on its way from Ust-Luga port in Russia to Port Said in Egypt. The reasons for the loss of control are still unknown.
