As far as I'm concerned Ukraine can sign all it's resources over to the USA as long, as they get the ammo they need. When the time comes to collect it would be entirely reasonable for Ukraine to turn around and say, "Oh the mineral agreement? Yeah, we filed that with the Budapest Memorandum."
