Hard to find data for this but what I saw for primary care (the most important) was Germany, Switzerland, Netherlands, France, Australia, UK, New Zealand, Sweden, and Norway

Primary care is different than treatments. Primary care is the starting point, the place you go to get evaluated and get referrals to specialists.
