How were 99% of House Democrats able to hold the line (including some very red district Dems) and vote against the CR, while 20% of Senate Democrats (including Senators from very blue states) defected?
My theory: Moderate House Dems were promised their "No" votes would not lead to govt shutdown.

Dems thought they could power play the GOP in the House and force them to the bargaining table. GOP called their bluff by passing the CR.
Centrist Dems voted knowing Sen. Leadership (Minority Leader & Whip) would backstop them on a shutdown.
I just can't fathom that Brian Schatz, from a safe blue state, has less political courage than almost every House Dem.
