There are times and places for the skirl of the pipes. Of all those appropriate times and the myriad of suitable places, this is neither of them. My luggies express their heartfelt sympathies to those not enamoured of the bagpipes in an extremely enclosed space. Kudos to his skills though.

Scottish football fans are popular pretty much everywhere they go. A change in culture, helped by 'self policing' fans is one factor. I would say for that has been the case for at least 20 years. England fans still have some way to go

A relative of mine plays the pipes and once hit grandma's birthday party with them as a surprise, in her flat that wasn't too big. Nearly gave her (and few others) a hear attack.
Outdoors -- go for it.
Indoors -- definitely not! 😳
