It is wrong to call this proficiency. It is meeting expectations which are arbitrary. There are no norms for proficiency, and no agreed upon definition. Rhode Island adopted the Massachusetts system which defined 50% in the 2017 cohort to be 'meeting or exceeding expectations'

The problem with incorrectly calling this 'proficiency' is that it people who know nothing about psychometrics take it as evidence schools are failing and think successful schools would have 80 or 90 percent in this category.

What it actually means (at least in RI and MA) is the percent meeting or exceeding expectations should be the same as if this cohort would have scored had they taken the 2017 test. The purpose of this test is to measure changes over time relative to the 2017 baseline

As a teacher, I can say yes. Maybe not 'dire' but proficiency in my school last year (which is mid, my school isn't the greatest) was 60+ percent.

Numbers have to be taken with an open mind. Chances are the voucher schools are not providing basic services like special education to appropriate standards. Also, some students will never pass a standardized assessment because testing is a hard skill that has no application to real life.

This has been the case all along. I was offered a job in a charter school- would have been a 20k pay cut, 3 weeks off vs my 7, some Saturdays. Some of these private/religious schools don’t have same requirements as public schools, don’t provide spec ed, and turnover is high-support public schools!

Again, I’m totally against vouchers. To me, they’re like forcing people to pay for your fedex because you don’t want to use the USPS. Just looking for clarification on this specific thread.
