Scholarships shouldn't be publicly funded. You can't even compare it to Pell grants because there are no tuition free higher education systems like the public K-12 systems.

While on the subject of clarity of word usage, the words "school choice" imply that the choice is that of the student and parents. Nothing could be further from the truth. School choice means that the private school gets to choose what students they will accept and will be paid for doing.
