Mystic Remora's cumulative upkeep and just triggering from noncreatures, keep's it in check
Same for the damage you take for extra cards with sylvan library
Top and Colossus don't feel that game changer to me either, they do not compare to the other cards in the list.

Thinking about Remora and Blightsteel, I think you're right.

In comparison to the cards already listed, Top is incredibly dynamic in a lot of different ways tho (prowess, storm, etc), with nothing to keep it in check.

A well-placed Top WILL change a game. Not hard to do w/ 1 (or 0) CMC

Consultation can also be used to empty your library to win with Jace or Labman. So even when not used as a tutor, it does very swingy game changing things.

To be fair, my reason is only for the fact that it's an Instant-speed tutor like Enlightened and Mystic.

The pairing with Thoracle is a good reason, but that can just be thrown in the stack of "2-card inf"

The degree of efficiency a card takes you towards that W is what decides if it's a GC (from how it appears, at least). Enlightened/Vampiric/Mystical Tutor and Demonic Consultation take the cake for 1-drop instant spells that have far more utility than any other tutor in existence.

Outside of Imp Seal and Demonic Tutor, the rest are instant speed, meaning you can save mana to set up your next turn's win.

Worldy Tutor isn't part of the list and is lumped with general tutors because there's a lot less you can do with a creature than you can with a spell or enchantment.

With the exception of Demonic Tutor, there's a reason they're listed as opposed to being lumped with the general list of tutors, and that reason is nuance.
