Treasury should just take it on the chin and do it anyway. The money involved was never going to be that significant - but the point isn't really the money. The point is the fairness.

Tax cheating status it should be called.
The effect on premium end of propert market is problematic tho - they don't bring houses with them.
But they're comparatively quite chilled out about the tax side of the tax & spend idea.
Foreigners in the UK getting favourable tax discounts, "meh".
They don't like the non-dom rules, but most don't really understand them & the objection is less visceral.
If u accept that, the tax v spend aspect is interesting.
as for not understanding the non-dom rules - well, they're not exactly easy to understand. but the takeaway of "one rule for the rich" carries through
