For big flaps I use glue sticks, because we want to avoid using too much moisture - and Elmer's counts as too much moisture.

For small flaps, I use mod podge, but I try not to wet the brush too much. Moisture warps the paper terrain.

Give it a day and then brush a bit of mod podge over the hole thing. This will add some firmness and allow you to spray a sealer on it.

Then I just take a paint pen to any paper flash and I am ready to play, maybe a little Five Parsecs from Home or Starfinder....
