There’s going to be a mandatory elevator by code so no one’s taking those stairs regularly- imagine all those spaces as living rooms! Is shallow ground floor lobby really worth it?
If the stair is 50% open it can be an external stair and avoid expensive pressurization equipment etc. You also still have 3 other corners for living space, two of which are much quieter and more private at the rear.
You maximize the chance of using the stairs if the units open directly into the stair. If the AHJ won’t accept that even for an exterior stair, that’s a problem for stair utilization. It’s also unfortunate that they won’t allow units to open into the stair even if every unit has a balcony looking…

Mid stair requires a deeper foyer, and potentially a closed stair.
I disagree about people using the stair. I think that one of the great things about SES buildings is that the stair is actually used.
