well this definitely should have been concrete, the only reason paint is used here is that it kinda doesn't require construction permit, which cannot be issued for all the grandfathered design choices they want to keep, but this is clearly not the case, this is either ridiculous cost cutting or...

I would say it’s ridiculous costs, not ridiculous cost-cutting. When things cost 10x what they should, reasonable things become unaffordable.

i'd probably bet on it being technically like this for the emergency vehicles, which is the typical justification for leaving exploitable gaps in the pedestrian infra, sadly

I think it's fair to acknowledge DOT would probably be close to sufficient in concrete but a huge amount of resources shifted to rebuild 8k ped ramps each year.
