Installed and trying out the Chrome built-in AI API

Set the Chrome Canary flag "optimization-guide-on-device-model" to Enabled instead of Enabled BypassPerfRequirement.

That fixed chrome://components not downloading the model

Also, enable the Summarization API flag separately and restart.
