It should be said, if this law existed in the 1930s Germany would have had the atomic bomb first and would have won the war. It’s an incredibly short sighted law that is based purely in racism and isolationism. The USA is becoming a pariah state.
I understand your point, but it's unlikely Germany would get to the atomic bomb. Hitler was not interested for his own reasons. In the middle of Europe, Germany was too exposed to air raids that would target & destroy critical infrastructures impossible to conceal.
Maybe the US wouldn't get to the atomic bomb by the end of the war, maybe the USSR would, it's difficult to tell. Other grim scenarios for the US would be possible, though.
Other than making the bomb, the Manhattan Project showed what challenges could be overcome by putting together high-skilled scientists from diverse backgrounds around the world, and started a tradition of exchanges, grants, and study visas that led it to become the main innovation hub in the world.
The US have been leading in research, development, and innovation *thanks to diversity*, because they were so open to visitors from all around the world. And since research is linked to economic wealth, in the long run, tight closure will lead to stagnation and recession.
Germany’s atomic weapons programme had a lot more problems than just everyone that could leaving the country, there were a lot more countries fighting Germany than just the USA, and the Bomb didn’t do anything that conventional weapons couldn’t and required airspace control that Germany didn’t have
I was thinking more about a certain individual. Einstein. But with the talk from the USA right now I don’t think it would just be the engineers. Imagine a world where the USA decided to only fight Japan and left Europe under German occupation.
Einstein was always going to flee at least as far as the UK, and the USA didn’t make any decisions about who to fight in our timeline; Germany declared war on them to show solidarity with Japan
