For anyone still trying to get their head around the ends of the new bracket scale, it's about mindset and deck construction. You have to go out of your way to end up with an Exhibition (1) or CEDH (5) deck. You don't build them by mistake.

My fully tuned Edgar Markov deck being only B1 after 7 years of precision upgrades and mana curve data sets is so hilarious to me, I love it. In general I think the bracket system is a great start but doesn't really comprehend synergy as power, and it needs that dimension somehow.
Why a 2? I double & triple checked and I don't have any B2 cards. Is it just that Edgar himself was Precon commander so the deck is automatically Precon power level? Feels very unintuitive to follow the new rules exactly as presented (tutors, GCs, or Combos) and still be told, yeah but it's a 2.
Exhibition (Bracket 1) is for decks whose primary focus isn't winning, as described in the article. It's decks with weird limitations or themes, and not something normal decks fall into.
Oh see I just watched the Twitch stream and that wasn't clearly communicated at all. They just said "2 is a basically a precon" and then talked about Game Changers and Tutors, so the bulk of the information felt focused on that. If the article makes it seem more vibes based/honor system I get that.
Not saying Gavin did a bad job, it's a lot, but the twitch stream really made it seem like Game Changers/Tutors were the bulk of the new scoring system and everything else sort of coalesced around that. Relaunch in April should clarify that more directly maybe? Not everyone is reading mothership.
