Freelance unions can be formed by other means, such as joining an existing local, or working with a union which is willing to put the resources into growing a freelancing campaign. This IS how WGA and SAG-AFTRA have started: mass mobilization of studio workers and contractors
In-house salaried artists theoretically can unionize, but the visual arts industry now and historically runs on independent contractors which legally cannot unionize. The WGA and SAG AFTRA are historical anomalies that successfully argued they are legally employees, not contractors, in the 1930s
