Peachy comes in at times "randomly" to put people on a path to the next part of their story.
She acts as a sort of, "hand of the author" to kick things into gear at points.
Claire's god complex fully filling up Peachy does not help this lol.
I think Claire leaked a bit more info than she meant too.

I think peachy is an aberration. I don't think clair knew the extent of what she was doing when she made peachy. I think peachy possesses knowledge outside clair's depth. I think peachy heralds the end of halo heads. she signifies the culmination of all layers. all paths lead to peachykeen.

You say been going off the rails more than other layers, but I'd point out we are still on *this* layer despite everything.
Claire doesn't seem to be pushing for a new one, in fact she's still trying to make this one work.
Layer changes may be more expensive now or something HUGE causes it.
