I worked on that bid for a Verizon competitor (obviously, we lost, but I got to know the RFP/PWS in my sleep). There’s nothing in the contract that should interest SpaceX. It’s all telecom circuits, backend network management systems, etc.

OTOH, it is a giant pot of money to raid.

I guess they could claim Starlink could provide the data connections, but you’d have to sacrifice the redundancy and uptime requirements for the keep-the-planes-from-crashing portions of the network. They required 99.99999% uptime on some links—that’s 3 seconds of downtime per year.

Great insight. I negotiated telco deals and had similar thoughts.

Verizon would have the full meal deal offering and SpaceX would offer transport only.

I’m not even sure “the pipe” would be big enough for the network load from the FAA.

Also, the real money in this contract isn’t the telecom. It’s the back end performance management, provisioning, etc. FAA understandably insisted on complete visibility and rapid changes. Nothing Starlink provides can do that at a lower cost—but they could simply not deliver it.
