I too have played and ran S&V as SW. Here's what we did.
Attune? Have a very adult chat with the players about Jedi, their presence and how that manifests. No justification in the characters fiction? No points in Attune.
Tiers? Break the factions down. So The Empire might be a Tier VI faction...

It did make it a bit odd that one of the stats had only 3 skills though.
Kinda like everything else in SW S&V in that it was all easy to work around just annoying.
