That is only 5.5% of the city budget, among the lowest in the US. It probably needs to be increased. NYPD has had a lot of officers retire in recent years.
I genuinely dont know how you can look at a PD with a multi BILLION dollar budget failing at doing their job and think "yeah not enough money is the problem"
Springfield, MO spends half of its city budget on its PD, (50+ mil) and is similarly ineffective.
The NYPD had nothing to do with that homicide statistic. In fact, there's plenty of data available that shows that more cops increases the murder rate.

But NYPD lacks the resources to deal with increased property crime. It needs more officers and detectives.
